buenosairesam 9e5cbbad1f refactor: separate standalone and managed room configs
- veins → shunts rename
- add cfg/standalone/ and cfg/<room>/ structure
- remove old data/*.json (moved to cfg/<room>/data/)
- update build.py and ctrl scripts
